MISSION OF THE
AMERICAN ASSOCIATION OF FAMILY AND CONSUMER SCIENCES
The Association of Family and Consumer Sciences is a scientific and educational association of professionals which functions on local, state, national, and international levels. It supports and promotes the mission of the profession of family and consumer sciences, which is to improve the quality of life for individuals and families. Specifically, the Association shall:
1. Provide systems for establishing high standards of professional conduct and service for those engaged in the study and/or practice of family and consumer sciences;
2. Provide for a continuing exchange of knowledge in the field of family and consumer sciences by means of publications, seminars, symposia, conferences, and other similar activity;
3. Alert members and the public to social, economic, and technological changes having implications for family and consumer sciences programs;
4. Encourage discussion and debate, both professionally and among the public at large, on issues relevant to family and consumer sciences;
5. Promote liaison with other agencies and organizations on specific societal issues affecting individuals and families;
6. Promote research in the problems affecting individuals and families, and make the results of such research available to government agencies, educators, and the public at large;
7. Develop conceptual leadership for the projection of long‑range goals and practices in family and consumer sciences; and
8. Provide channels for communicating and analyzing public concerns on family issues to AAFCS members.
The Association serves the public by offering:
‑‑Access to the expertise of AAFCS members;
‑‑Leadership in areas of family issues and concerns; and
‑‑Qualified and competent professionals with an ethical concern for the
well‑being of families.
The Association offers its members:
‑‑Opportunities for continuing professional growth and development;
‑‑Mechanisms for unifying and multiplying the efforts of individual
professionals; and
‑‑Networks for the exchange of ideas, conceptual frameworks and information,
and for the critique of professional practices.

The mission of the West Virginia Association of Family and Consumer Sciences is to effect the optimum well‑being of families and individuals by:
▀ Empowering members to act on continuing and emerging concerns;
▀ Focusing the expertise of members for action on critical issues; and,
▀ Assuming leadership among organizations with mutual purposes.

CODE OF ETHICS*
Preamble
These principles are intended to aid members of the American Association of Family and Consumer Sciences individually and collectively in maintaining a high level of ethical conduct. They are guidelines by which a member may determine the propriety of conduct in relationships with clients, with colleagues, with members of allied professions and with various publics.
A member of the family and consumer sciences profession and of the American Association of Family and Consumer Sciences shall:
‑‑ Maintain the highest responsible standard of professional performance, upholding confidentiality and acting with intelligence, commitment, and enthusiasm,
‑‑ Fulfill the obligation to continually upgrade and broaden personal professional competence;
‑‑ Share professional competence with colleagues and clients, to enlarge and continue development of the profession;
‑‑ Support the objectives of the American Association of Family and Consumer Sciences and contribute to its development through informed, active participation in its programs;
‑‑ Advance public awareness and understanding of the profession of family and consumer sciences; and
‑‑ Maintain a dedication of enhancing individual and family potential as a focus for professional efforts.

Article I
NAME
The name of this organization shall be the West Virginia Association of Family and Consumer Sciences.
Article II
PURPOSES
The purpose of the Association shall be to further education and science in family and consumer sciences. Without in any way limiting the foregoing, but in expansion thereof, the Association shall improve and strengthen education in family and consumer sciences; establish and improve standards of service and scientific research in the public interest in family and consumer sciences; sponsor and otherwise support seminars, debates, symposia, conferences, and similar professional discussion in family and consumer sciences; state and disseminate policy for professional guidance at the state, national, and international levels concerning the public interest in family and consumer sciences; identify and study social, economic, and psychological changes having implications for family and consumer sciences programs, and bring these changes to the attention of the family and consumer sciences profession and the public; encourage and promote a sufficiently full and fair exposition of the pertinent facts involving legislation affecting family and consumer sciences and the improvement of home and family life as to permit an individual or the public to form an independent opinion or conclusion; and promote liaison and other cooperative professional activity with groups having related concerns in behalf of the public interest in family and consumer sciences.
Article III
AFFILIATED STATE HOME ECONOMICS ASSOCIATIONS
Section 1. The West Virginia Association of Family and Consumer Sciences (WVAFCS) shall be an affiliate of the American Association of Family and Consumer Sciences (AAFCS). As an affiliate, WVAFCS shall:
(a) incorporate in the bylaws the purposes of AAFCS and
(b) include as the membership requirements, membership requirements of AAFCS.
Section 2. WVAFCS, as an affiliated association, shall be composed of individual members. Affiliated members shall pay dues simultaneously to WVAFCS and to AAFCS. Affiliates requesting exceptions to membership categories and dues arrangements shall seek approval from the Board of Directors.
Section 3. This affiliated association shall be represented in the AAFCS Senate by the president or designee, and at least one additional duly authorized delegate as specified in Article VI, Section 2.(a) of the AAFCS Bylaws.
Section 4. WVAFCS and other affiliated associations shall be collectively represented on the AAFCS Board of Directors by the vice president-affiliates.
Article IV
OFFICES AND STAFF; ELECTIONS
Section 1. The elected officers of the Association, who shall be active or emeritus members, shall consist of a president, a president-elect, a vice president, a vice president-elect, a secretary, a treasurer, and one member of the Nominating Committee.
Section 2. The election of officers of the Association shall be held at the Annual Meeting. A proposed slate of officers will be published in the fall/winter WVAFCS Newsletter and presented at the business meeting of the Annual Meeting. At that time the floor will be open for additional nominations. Once the slate if finalized, a vote of the Assembly will be held and the results will be announced.
Section 3. A president-elect shall be elected annually to serve as president-elect for one year and as president the following year. The office of president shall be assumed at the close of the annual meeting of the year during which the member has served as president-elect. A current or former member of the Board of Directors shall be eligible for the presidency.
Section 4. A vice president-elect shall be elected every year to serve one year as vice president-elect and a second year as vice president.
Section 5. The secretary shall be elected in the even-numbered years and a treasurer shall be elected in odd-numbered years, each for a term of two years.
Section 6. The Nominating Committee shall consist of three members who shall be active members. Each member shall serve for three years. One member shall be elected each year. The chairman shall be the senior member of the committee.
Section 7. Elections shall be by majority of votes cast.
Article V
FUNCTIONS OF OFFICERS
Section 1. The function of the elected officers of the Association are as defined below:
(a) The president shall be the executive officer of the Association, shall give general supervision and leadership to the organizational policies and program, and shall be chairman of the Board of Directors. The president or designee shall be a voting member in the AAFCS Senate. The president shall be an official spokesperson for the Association. The president shall appoint all committees, the appointment of which is not otherwise specifically provided for. The president shall appoint members to fill unexpired terms in case of vacancies in both elective and appointive offices with the exception of the president-elect, and shall serve as deputy treasurer. In case of a vacancy in the president's office, the president-elect shall fill the unexpired term.
(b) The president-elect shall be a member of the Board of Directors and shall serve as chairman of the Program of Work Committee. In case of vacancy in the president-elect's office, the Board of Directors shall select someone to fill the unexpired term.
(c) The vice president shall be a member of the Board of Directors. The vice-president shall serve on the Program of Work Committee, and shall serve as chairman of the annual meeting.
(d) The vice president-elect shall be a member of the Board of Directors, shall serve on the Program of Work committee, and shall assist the vice president in preparing the annual meeting program.
(e) The secretary shall be a member of the Board of Directors, shall be responsible for the minutes of all business meetings of the governing bodies of the Association, and shall conduct such correspondence as the governing bodies may direct.
(f) The treasurer shall be a member of the Board of Directors, and shall be responsible for all fiscal matters, as directed by the Board of Directors. The treasurer of the Association shall pay out money only upon receipt of vouchers approved by the president or by the Board of Directors, and shall present the proposed annual budget to the Board of Directors and to the Assembly of members at the annual meeting. The treasurer shall render a report at the annual meeting.
Section 2. An executive secretary may be employed by action of the Board of Directors. The Executive Committee shall function as the selection committee and delineate functions of the executive secretary.
Article VI
COMPOSITION OF THE GOVERNING BODIES; FUNCTIONS
Section 1. The governing bodies shall include the Board of Directors and the Annual Meeting Assembly of the West Virginia Association of Family and Consumer Sciences.
Section 2. The Board of Directors shall consist of (a) the elected officers of the Association, (b) the chairmen of the divisions, professional sections, and action groups and (c) the chairmen of standing committees as designated in Article VIII. The functions of the Board of Directors of the West Virginia Association of Family and Consumer Sciences are to:
(a) Administer the business of the Association.
(b) Control and manage the funds and other property of the Association.
(c) Designate banks to be used as depositories of Association funds and authorize necessary bonding of officers.
(d) Review the budget as submitted by the Finance Committee or the treasurer, and submit its recommendations to the Assembly of members.
(e) Authorize an annual audit of the official financial records of the Association.
(f) Determine dates and places for the annual meetings of the Association and have the power to cancel the annual meeting in the event of an emergency.
(g) Elect an Executive Committee from its membership, and provide for such other committees as it deems necessary to aid it in the performance of its functions. The Executive Committee shall have the power to act for the Board of Directors between board meetings. It shall have seven members, four of whom shall be the president, the president-elect, the vice president, and the treasurer; first consideration shall be given to the vice president-elect, the secretary, and the past president in filling the remaining three positions.
(h) Appoint official representatives of the Association to the organizations with which the Association is affiliated.
(i) Meet twice annually or on call of the president.
(j) A majority of the voting members present shall constitute a quorum.
Section 3. An Assembly of members shall be held at an Annual Meeting of the Association. Business shall be transacted by a majority of members present and voting. The functions of the Assembly of members shall be to:
(a) Transact business as may properly come before it, including the recommendations of an action upon major policy decisions affecting the future programs of the Association and the directions of its developments.
(b) Receive and act upon reports of elections.
(c) Receive and act upon reports of the elected officers, the Board of Directors, the divisions, the professional sections, the action groups and the Program Committee.
(d) Adopt an annual budget, Program of Work, and resolutions.
(e) Adopt and amend Bylaws.
Article VII
MEMBERSHIP, DUES, FEES AND PRIVILEGES
Section 1. Individual members shall be active, supporting, associate, retired, pre-professional/graduate student, or honorary.
(a) An active member shall be a person:
(1) with a bachelor's or advanced degree from an accredited college or university in the United States1 or Canada2 with a major in one or more of the knowledge-based areas of the profession, or
(2) with a bachelor's or advanced degree with a major in a specialized subject matter area related to one or more of the knowledge-based areas of the profession from an accredited college or university in the United States or Canada and with a minimum of two years of experience in that area.
(b) A supporting member shall be a person who is eligible for membership as defined in Section 1.(a) of this Article and is interested in furthering the purposes of the Association through an additional contribution according to the dues structure.
(c) An associate member shall be a person:
(1) with a bachelor's degree from an accredited college or university but who is not eligible as defined in Section 1.(a) (1) or Section 1.(a) (2) but who is interested in furthering the purposes
of the Association as stated in Article II. After two (2) years of continuous membership an associate member may petition to become an active member; or
(2) with a two-year associate degree from an accredited college or university in the United States or Canada, with a major in one or more of the knowledge-based areas of the profession; or
(3) who is eligible for active membership as defined in Section 1.(a), and is not employed more than 20 hours a week, or is serving in the first year of professional employment.
(d) A retired member shall be a person who has been an active member for at least 10 years, is 60 or more years of age, has met retirement guidelines at place of previous employment, and is no longer gainfully employed. It is the responsibility of the member to request the status.
(e) A pre-professional/graduate student member shall be a person:
(1) who is enrolled full time or part time by institutional standards in a two-year or four-year program of the profession in an accredited college or university in the United States or Canada; with a major in one or more of the knowledge-based areas of the profession or one of the specialized subject-matter areas; or
(2) who is enrolled full time or part time by institutional standards and is progressing toward a graduate degree in a program administered by a unit established on the knowledge-base of the profession, and is not gainfully employed for more than 20 hours a week. The individual who chooses membership as a graduate student rather than active membership status may do so for no more than three years for each advanced degree attempted, and is limited to no more than six years of such membership.
(f) An honorary member shall be a person other than a family/consumer scientist the Association desires to honor for exceptional services within the interest of the Association. Honorary membership may be granted by the Board of Directors.
Section 3. Annual dues for all categories of individual membership shall be:
(a) approved by the AAFCS Senate. The affiliated association designated by the individual members shall receive one-fourth of said dues.
(b) based on the dues rate of active members as follows: 100 percent of base for active members; 200 percent of base for supporting members; 90 percent of base for associate members; 75 percent of base for retired members; and 50 percent of base for pre-professional/graduate student members.
Section 4. Privileges of individual members shall include:
(a) the receipt of one subscription of the journal and the newspaper of the Association, and the newsletter of the affiliate,
(b) full voting privileges under Article IV, Section 2 for active, supporting, associate, and retired members.
(c) the opportunity to serve as an elected officer of the Association, as an officer of a division, professional section or action group and as a member of the nominating committee, if an active or supporting member, and
(d) the opportunity to serve as a member of other association committees, if an active, supporting, associate, or retired member.
Article VIII
COMMITTEES
Section 1. Annually, the president shall appoint active, supporting, associate, retired, and/or pre-professional/graduate student members to the following standing committees:
(a) Bylaws Committee. The duties of the committee shall be to receive and propose amendments to the WVAFCS Bylaws, and to submit the proposed amendments to the Board of Directors for review.
(b) Finance Committee. The duties of this committee shall be to review the budget as submitted by the treasurer and approve for presentation to the Board of Directors. The treasurer shall be chairman of the Finance Committee.
(c) Program of Work Committee. The duties of this committee shall be to recommend a Program of Work for the Association and the Program for the Annual Meeting. The membership of this committee shall include the president-elect, who shall serve as chairman, the vice president, and the chairmen of the divisions, professional sections, and action groups.
Section 2. Elected Nominating Committee. The duties of this Committee shall be to present at least one nomination for president-elect each year; at least one nomination for secretary in even-numbered years; at least one nomination for treasurer in odd-numbered years; at least one nomination for vice president-elect each year; and at least one nomination for one member of the Nominating Committee each year. The Committee shall distribute, collect, and count ballots; notify candidates of results; and report to the Board of Directors.
Section 3. Reports of Committees shall be submitted to the Board of Directors and made available to the Assembly of members.
Section 4. The Board of Directors may authorize the appointment of additional committees as needed. These committees may include: Awards and Recognition, History and Archives, Membership, Public Affairs, and Critical Issues Identification. Additional committees designated by the Board of Directors will be listed in the revised editions of the Association Handbook.
Article IX
DIVISIONS, PROFESSIONAL SECTIONS AND ACTION GROUPS
Section 1. Membership. The membership of the Association shall be organized into divisions, professional sections, and action groups. Divisions reflect the subject knowledge bases of the profession. Professional sections reflect the professional settings within which the profession is practiced. Action groups reflect timely issues in which AAFCS/WVAFCS can assume a critical role. Members may affiliate with one division and one professional section as part of their basic dues structure. Members wishing to join additional divisions or professional sections will pay an additional fee for each. Members may join action groups as they are established if guidelines for membership are met.
Section 2. Divisions and professional sections are ongoing without review so long as a minimum national membership of 250 is maintained. A division or professional section with fewer than 250 members for three (3) successive years will be subject to review and possible termination by the AAFCS Senate upon the recommendation of the Board of Directors. To continue, action groups must maintain a national membership of 20 and submit a status report annually to the AAFCS vice president-program.
Section 3. Divisions.
(a) The divisions may include the following knowledge based groups: Apparel & Textiles; Education & Technology; Family Economics & Resource Management; Family Relations & Human Development; Nutrition, Health, & Food Management; and Housing & Environment.
(b) The functions of divisions shall be to:
(1) promote, critique, and disseminate division-related research to enhance and advance the knowledge base of the profession and to influence public policy.
(2) provide programming to support professional development of members within or among specialized subjects, including at Annual Meeting and other times as deemed appropriate.
(3) support and promote the integration and application of knowledge to enhance family and individual well-being in all settings.
(4) identify trends and issues related to the division which affect it and the entire profession.
(5) encourage and assist members to promote division-related professional involvement and programming at affiliate level.
(c) Divisions will manage any funds and conduct their business according to the WVAFCS Bylaws and guidelines established by the WVAFCS Board of Directors.
Section 4. Professional Sections
(a) The professional sections may include: Business; Colleges and Universities; Elementary, Secondary, & Adult Education; Extension; etc.
(b) The functions of professional sections shall be to:
(1) promote, critique, and disseminate research to enhance and advance the knowledge base of the profession and to influence public policy.
(2) provide programming to support professional development of members with similar professional orientation, including at Annual Meeting and other times as deemed appropriate.
(3) support and promote the integration and application of knowledge to enhance family and individual well-being in all settings.
(4) identify trends and issues related to the professional section which affect it and the entire profession.
(5) encourage and assist members to promote professional section-related professional involvement and programming at affiliate level.
(c) Professional sections will manage any funds and conduct their business according to the WVAFCS Bylaws and guidelines established by the WVAFCS Board of Directors.
Section 5. Action Groups
(a) The action groups will focus on timely issues approved by the AAFCS and/or WVAFCS Board of Directors based on recommendation from an Ad Hoc Task Group formed by the V.P.-Program.
(b) The functions of action groups shall be to:
(1) focus on timely concerns, trends, and issues affecting family and individual well-being,
(2) take positive action to educate members and others regarding the impact of the identified concerns, trends, and issues,
(3) create and/or influence public policy related to those issues,
(4) support the AAFCS Strategic Program of Work and Priorities.
(5) provide programming to support the professional development of members at meetings and at other times as appropriate.
(c) Actions groups will manage any funds and conduct their business according to the WVAFCS Bylaws and guidelines established by the WVAFCS Board of Directors.
Section 6. Each division, professional section, and action group shall have a chairman and other officers as members deem necessary. Each chairman shall be a member of the corresponding AAFCS division, professional section, or action group. An annual report of the work of each division, professional section, and action group shall be made to the membership.
Article X
MEETINGS
There shall be an Annual Meeting of the Association at such time and place as the Board of Directors shall determine. No annual meeting shall be held at a time that will shorten or lengthen the term of any elected officer by more than six months. The meeting shall be open to all members, and only members may vote. Business may be transacted by a majority of the voting members present. In the case of an emergency the Annual Meeting can be canceled by the Board of Directors.
Article XI
NEWSLETTER
The Association shall publish a newsletter at least once a year. The editor shall be appointed by the president.
Article XII
FISCAL YEAR
The fiscal year of the Association shall coincide with fiscal year AAFCS.
